In Aurora, IL they have a more progressive policy where fire department personnel proactively clear snow from buried fire hydrants, use GPS/GIS tools and marker poles to locate hydrants and overall do a better job than the Oswego Village President, Brian LeClercq.
Call him at 630-554-3618 and tell him to do his job right and get the Oswego Fire Protection District Chief on the job also.
