Busses late?!?!... it's -4 degrees out!!!

How exactly does our school district justify "busses may be running slow or late" when the temperature is below 0 and wind chills are -20s. And Accuweather says "IMPACTS...FROST BITE AND HYPOTHERMIA CAN OCCUR IN A MATTER OF 
MINUTES."
