Village Board to Tackle Pet Care Facility Fencing, Local Adjudication Ordinances

Here's a look at the top items up for discussion tomorrow night.

The Oswego Village Board and Committee of the Whole will meet Tuesday night to discuss and vote upon a number of issues. Here are some of them:

Changes to adjudication ordinance language

The is proposing updates to the existing disorderly conduct and fighting ordinances to add more current language and to incorporate specific language to cover public urination. Another proposed change is to add possession of marijuana of 30 grams or less as an ordinance violation. This would be an option for officers to use in these cases that are currently charged as a criminal misdemeanor and sent to the county court system. Officials said allowing officers more discretion to charge locally in these cases, many of which may be first time offenders, would reduce the burden on the county courts for these minor offenses.

A proposed fence regulation would require any fence that encloses an exterior area used to contain animals at an animal care business, such as a veterinary clinic or pet stores, to be eight feet in height. Current regulations for commercial districts limit the height of a fence to six feet in a rear or side yard, and three feet in the front yard with approval of a PUD. The proposal would also stipulate that all such fences would require a setback of at least forty feet from property line and at least 50 feet from driveways or roadways.

Garbage survey

The Village Board will likely approve the survey which will be mailed to residents regarding garbage collection in the village. The village’s garbage contract expires in 2012, and prior to signing a new contract board members said they would like to ask residents what “elements would best serve the residents in the future for trash removal and recycling," according to village documents.

The Committee of the Whole meeting begins at 6 p.m. at Village Hall with the Oswego Village Board meeting immediately following.
